Russia introduces time limits on the supply of citrus crops from China

The Rosselkhoznadzor continues to systematically identify dangerous quarantine objects in citrus fruits exported from China

Since January 6, the Rosselkhoznadzor has introduced temporary restrictions on the supply of citrus fruits from China, and from 9 on the supply of Chinese aquaculture products.

On December 30, 2019, in a teleconference format, negotiations were held between representatives of the Rosselkhoznadzor and the Main Customs Administration of the People’s Republic of China. According to AgroXXI, the Ministry of Agriculture took part in consultations from the Russian side.

The Rosselkhoznadzor reported that it received information from the General Customs Administration of China about violations identified in September-October 2019 in the supply of timber and grain from Russia to China. Representatives of the Rosselkhoznadzor said they were ready to conduct official investigations into these facts.

At the same time, it is noted that the information provided by the Chinese side is not in full and in violation of the international standard for phytosanitary measures ISPM No. 13 “Guidelines on non-compliance and emergency action”.

In particular, documents confirming violations were not provided, and there is no information on the specific batches of products in which they were identified.

During the talks, the Chinese side raised the issue related to the supply of pome and stone fruits to Russia.

The Rosselkhoznadzor notified representatives of the Main Customs Administration that the results of inspection of places for growing and storing seed crops from October 29 to November 9 showed the insufficient efficiency of the system of quarantine phytosanitary control of products sent for export.

In particular, a number of systemic shortcomings were identified related to the lack of traceability of products from growing places to packaging stations and unsatisfactory mechanisms for controlling the movement of goods. In addition, during the inspection, non-compliance by a number of packaging stations with norms ensuring the safety and preservation of the quality of plant products was confirmed.

The results of the visit of the Russian delegation to China did not allow the abolition of the temporary restrictions imposed on August 10, 2019 on the import of stone fruit and pome crops into Russia.

The Rosselkhoznadzor said that on the eve of the start of the stone fruit season in China, it is ready to send its specialists to conduct a similar inspection.

The Russian department also noted that the Protocol proposed by the Chinese side for signing, regulating the conditions for the supply of plant products from China to Russia, contains fairly general formulations and cannot be such a guarantee of meeting the requirements of Russia and the EAEU. In the near future, the Rosselkhoznadzor will send an official letter to its position on this document. At the same time, the Service expects more specific proposals from the Chinese side to ensure compliance of products exported from China with Russian phytosanitary requirements.

When discussing the supply of citrus fruits from China to Russia, the Rosselkhoznadzor noted that the measures taken by the Chinese side to comply with Russian requirements have not proved their effectiveness. The Russian department continues to systematically identify dangerous quarantine objects in exported products.

In this regard, the Rosselkhoznadzor, prior to the adoption of effective corrective measures by the Chinese side, has been forced from January 6, 2020 to introduce temporary restrictions on the supply of citrus crops to Russia from China. A similar measure has been taken since January 9 to aquaculture products produced in China.
